If I transfer bmTON to someone's wallet or sell it, can I then withdraw TON from bemo?

If you sell or transfer your bmTON tokens, you transfer the rights to withdraw TON to another user. This means you will no longer be able to unstake bmTON through the bemo app.

But you can always buy bmTON on DEX in the necessary amount to get the TON out.
